Leadership is the act of a leader in achieving educational goals. Its main action affects other people. Data collection techniques through observation, interviews and documentation. analysis use data reduction, condensation, presentation, verification. Test validity using credibility, dependability, confirmability, transferability. results Policy Making Strategy II, namely implementing decision-making initial identification problem parts, formulation solving objectives, determination criteria selecting alternative solutions which become set decisions or policies. Decision making efforts carried out by inviting presence teacher council special meeting then explaining an issue related decision be taken. Institutional progress received affirmation from its subordinates form emancipatory awareness strengthened religious awareness.
